According to the BBC, FIFA could require treated players to remain off the pitch for a minimum of one minute before being allowed to return. The aim is clear: reduce time-wasting and make the game flow more smoothly. The proposal is set to be discussed and potentially approved at the annual general meeting of the International Football Association Board (IFAB).
Currently, no fixed duration is written into the Laws of the Game. Some leagues have already taken action: the Premier League has enforced a 30-second rule since the 2023–24 season. FIFA tested a stricter version — two minutes — during the Arab Cup in December.
FIFA Considers New Measures to Speed Up the Game
FIFA’s head of refereeing, Pierluigi Collina, supports the approach as a way to reduce simulation and improve tempo, similar to practices in Major League Soccer. However, the two-minute trial faced strong opposition. A one-minute absence now appears to be a compromise, although concerns remain. Playing temporarily with ten men could increase the risk of conceding a goal, even in cases of genuine injury.
Exceptions are planned: no mandatory absence if the opponent receives a card, goalkeepers would be exempt, and a penalty taker would be allowed to remain on the field. Other changes are also expected to be approved, including an extended countdown for throw-ins and goal kicks (with possession lost if the time limit is exceeded), a 10-second limit to leave the pitch during substitutions (otherwise the team plays with ten until the next stoppage), and an extension of VAR to incorrect second yellow cards and, optionally, to corner decisions.
Finally, the Canadian league could test the “daylight” offside rule advocated by Arsène Wenger. Football is accelerating — but whether the spectacle will truly benefit remains to be seen.
