The Premier League has delivered its verdict regarding the investigation into Chelsea over financial irregularities. While the London club avoids a direct financial penalty on its accounts, it has nonetheless received heavy sporting and administrative sanctions.

A suspended transfer ban. Chelsea will need to be extremely cautious. The Blues have been fined a total of £10.75 million for violations related to financial reporting, third-party investments, and certain practices involving youth development.

A Major Sanction on Transfers and Youth Recruitment

The main penalty concerns the transfer market. Chelsea has been banned from signing players for one year, but this sanction comes with a two-year suspension, giving the club some leeway if it complies with regulations moving forward. However, an immediate restriction applies to the academy, with a nine-month ban on recruiting certain young players.

Irregularities spanning several years were uncovered. The investigation revealed undeclared payments between 2011 and 2018 to players, agents, and third parties linked to the club. These transactions were not disclosed to regulatory bodies, violating transparency rules. Additionally, Chelsea was found guilty of breaches related to youth development between 2019 and 2022.

The London club did benefit from a reduced sanction due to its cooperation. Chelsea had self-reported these irregularities in 2022 and provided extensive documentation to authorities during the investigation. The Premier League praised this “exceptional cooperation” while confirming that the sanctions take immediate effect.
